Родился в Торонто в 1976 году, его родители - ямайские эмигранты. Начал заниматься рэпом в 8 лет, а в 12 лет первый раз выступил на сцене в присутствии Нельсона Манделы. В 1993 он стал называть себя Кардинал Оффишал в честь вдохновившего его французского политика 17 века Кардинала Ришилье.
В возрасте 20 лет с ним подписала контракт Warner/Chappell Music Canada. В 1996 году он выпустил свой первый сингл «Naughty Dread», который заработал номинацию на Juno Awards за лучшую рэп-запись.
